I have plenty of capacity on my new Flickr account for the small number of pictures I want to post. What's got me going "Aargh!" right now is that I'm limited to three sets unless I have a paid account! How am I going to indulge my obsessive need to categorize things if I only have three sets? *sighhhh* :-) Oh, well, for now, the three most important categories are in sets, and the rest can wait. (They're called "Family", "Food pics", and "Serene". :-)

tagging? you could choose set names and tag individual photos with their set name(s), so going to that tag would bring up the whole 'set'.
