If it's like the rules I've seen discussed for scrap-metal dealers around here, it's a rule that people whose business is the purchase and sale of used items have to pay for incoming items by check. No more "Uh, yeah, I gave a guy who said his name was John Smith $50 for that tiffany lamp, honest, officer, I had no idea it was stolen."
(The rule here, which i think went into effect, was that scrap-metal dealers had to see and record state-issued ID from people dropping material off -- particularly non-onerous to my mind because the number of people walking to a scrapyard to drop stuff off is essentially zero.)
I can see that it will raise prices slightly for legitimate second-hand dealers and lower received value slightly for people selling their goods to raise cash. But it will also be a really serious discouragement to casual fencing of stolen property.
