This came in my Marketplace email today (Marketplace is a show on public radio that helps me get a small handle on matters financial):

A little-known provision of the No Child Left Behind Act gives the military access
to school records of students between the ages of the 16 and 18. And the military
has hired a direct marketing firm to build a database using that data for
recruitment purposes. Marketplace's Hillary Wicai has more.

Anyone have more info on this? I started googling for articles on it, and oy, I'm depressed now.

Ungh, I found out about this when I interned with AFSC a year ago. American Friends Service Committee has good information (http://www.afsc.org/youthmil/militarism-in-schools/no-child-overview.htm). They're generally a good source on military recruitment/counter-recruitment stuff. Be sure to check out the "opt-out" toolkit-- it lists local resources and ways a school can get around this obnoxious little provision (basically, there's the "opt-out" route, which requires publicizing the requirement and making sure parents know they can sign something to keep their kids' records private, and then there's the "opt-in" route, which some schools have done-- like many other things, you simply require parents to sign something before records can be released. Obviously the latter irks certain people more. Kit includes sample forms in English and Spanish.).

what part do you want to know about? i know that (for example) parents/students have to opt out if they don't want recruiters talking to the kids, but i don't know if you mean general stuff like that, or more specific marketing-related things.

i thought it didn't require the parent's/s' signature. did the rule change?

I could easily be wrong about that part-- it's been awhile since I've thoroughly read this stuff. Whatever the literature there says is probably correct-- if it's ambiguous, it might be worth checking with someone running a local counter-recruitment or youth and militarism project.
Other organizations with info based on a quick Google: Voices in the Wilderness (http://vitw.org/cr/) Objector.org (http://www.objector.org/) (also good for conscientious objection info for folks facing draft registration, or who have registered, or who are currently in the service). Ditto Center on Conscience and War (http://www.nisbco.org/)

How do they opt out? Do you know anyone who's tried to do so? I really need to do some research on this.
